About the Role
Overview
We are seeking a dynamic General Manager of Operations to lead our organization’s operational functions with energy and precision. This pivotal role involves overseeing day-to-day property management for a very active recreational facility with an 18 hole golf course, 8 Har-Tru tennis courts, a Nature Center and a restaurant. As a key member of the leadership team, you will build and maintain relationships with our partners, vendors and customers . Your leadership will inspire teams, promote continuous improvement, and deliver sustainable growth through data-driven decision making and innovative management practices.
Responsibilities
1. Create monthly board meeting agenda according to FOIA regulations, post on City of Norwalk website, distribute to all board and panel members, and act as Zoom administrator.
2. Attend all monthly OHPA meetings and report on park activity to Chairperson, committee chairs and authority members.
3. Adherence to all FOIA regulations including but not limited to posting meetings minutes on the City website
4. Attend meetings with special interest groups, such as the Nature Advisory Committee and provide assistance to help promote all activities that occur on park property.
5. Demonstrate strong leadership and managerial acumen in hiring, motivating, reviewing, coaching, and retaining a high-performance management of the general service and support team.
6. Manage office operation by assisting the OHPA in the development of its policies and procedures, rules and regulations, and the terms of OHPA’s lease. Oversee employees and park users to ensure adherence to the City of Norwalk’s ordinances. Directly responsible for the policy and procedure implementation to the Oak Hills Park staff and general public.
7. Act as the on-site liaison between the OHPA and the general public, all OHPA tenants, licensees, staff and vendors. Assist in the preparation of contracts for all park tenants as governed by the OHPA. Reporting all necessary issues to the OHPA in an accurate and timely manner.
8. Issue RFP’s, conduct interviews/meet with vendors and present bids on OHPA projects.
9. Review property and liability insurance policies and periodically obtain new proposals for consideration of the OHPA Board of Directors.
10. Prepare, distribute and maintain Tax Exempt Certificates with all vendors.
11. Obtain and maintain insurance certificates from all vendors.
12. With the Controller, obtain competitive health insurance policies for full-time staff members and maintain records of policies.
13. With the Head Golf Professional, Controller, Restaurateur and Tennis Operator, obtain and maintain competitive contracts for golf carts and any other pieces of equipment or services related to golf, tennis, restaurant or property maintenance
14. Issue warnings and/or suspensions as warranted to staff or the public.
15. Act as liaison between members of the public and insurance company representatives and attorneys in relation to accidents.
16. Help maintain and update the Oak Hills Park website.
17. Collaborate with Golf Professional, Superintendent and Controller on various duties to include budgeting, staffing, advertising and overall operations.
18. Work with the 501c3 Supporters of Oak Hills in the administration of memorial donations to Oak Hills Park.
19. The GM will oversee and manage the terms of the License agreement with Odeen’s and AD Sports Enterprises Inc.

10. Grounds (exclusive of golf course & tennis courts)
Develop and maintain professional relationships w/tradespeople including but not limited to;
1. HVAC
2. Plumbing
3. Emergency and Restoration Services
4. Electrical
5. Carpentry & Painting
6. Handyman Services
7. Janitorial Services
8. Fire Safety
9. Security Systems
10. Telephone Systems
11. Pump and Septic Systems
12. Locksmith
13. Tennis Court maintenance, reconditioning & supplies
14. City staff such as City Clerk and FOIA & Boards & Commissions Coordinator
15. Social Media consultant
1. Proactive management of the property and buildings
2. Arrange authority/committee meetings as needed.
3. Correspond with outside parties at the direction of Chairperson and Committee Chairs.
4. Inform OHPA of hazardous, dangerous or deteriorating conditions on the property in a timely manner.
5. Meet with area special interest groups (Oak Hills Men’s and Women’s Golf Associations, etc.) to discuss concerns, listen to suggestions, and relate future plans, etc.
6. Maintain a safe work environment, meeting federal safety standards.
7. Other duties as required.
Experience
Proven management experience in a leadership role in a golf or country club or property management with a focus on operations management.
Strong background in strategic management with a focus on operational efficiency improvements.
Hands-on experience in property management techniques to optimize workflows and reduce waste.
Skilled in project management methodologies to oversee complex initiatives from conception through execution.
Excellent customer service skills with the ability to communicate with team members, customers, board members that will contribute to organizational growth.

Pay: $75,000.00 - $85,000.00 per year
